They didn't write the car off, but not because it's a Honda. They made their decision the same way every other insurer in business makes that decision: If the repairs are lower than the vehicle's value they have it fixed, if they're higher than the vehicle's value they scrap the vehicle. Insurance companies only pay the bill. They don't sign off on the completed repairs, because only the vehicle's owner can do that. What your sister should have done was gone back to the original repair shop who said they completed the work and insisted that they re-do it properly at no! additional charge.
